Aquaculture compatible with Natura 2000 at sea?

In a notice published in the Official Journal of the European Union on January 19, 2011, the Economic and Social Committee (EESC) asks the Commission to make an effort to explain about the main standards of environmental protection, in particular the Natura 2000 network, showing its interrelationship and compatibility with aquaculture ....

Since 1992, the European ecological network Natura 2000 weaves his web of biodiversity on land and at sea A plant, insect, bird, mammal or a fish is threatened ... Natura 2000 defines a protection zone around the species from endangered ... In France, Natura 2000 covers nearly 20% of metropolitan land, several million hectares of wetlands, mountains and forests.

Currently, Natura 2000 covers only a few "islands" at sea, however, the map of France's government portal: Natura 2000, already includes large coastal territories within the Natura 2000 network. For example: The presence of the last European sturgeon (Acipenser sturio) in the waters charento-Gironde explains largely the creation of the largest protected area of the hexagon: Marine Natural Park Perth Charente and the Gironde estuary. Excerpts portal Natura 2000

"Biodiversity is an asset to our territories

Natura 2000 represents a real challenge for sustainable development of rural remarkable in that it reconciles biodiversity conservation and maintenance of human activities in the context of a discussion led by all local those involved in the life of the site. Natura 2000 is not a museum where life is frozen, the postcard of a wilderness where man is merely a spectator. Quite the contrary, Natura 2000 is characterized by the desire to live a protected nature and human activities respectful and responsible.

This orientation is reflected by the participation of users in the management and development of their territory. Biodiversity is thus an asset for promoting the development of socio-economic activities such as ecotourism, the creation of local products as those who eat our food culture, educational activities, sports, community and craft. Above all, a Natura 2000 provides each of its residents the opportunity to achieve unparalleled quality of life. "

Natura 2000 at sea opposite to the professional activities

Example: aquaculture, compatible with Natura 2000?

Elected officials of the Economic and Social Committee (EESC) reiterate their concern that they had already expressed a view on the 2003 strategy, given the dwindling competitiveness of aquaculture in the EU, due to an inappropriate regulatory framework. It is burdened by regulations without the need of various kinds, causing additional difficulties in the development sector ...

the EESC, European aquaculture must take the path of sustainable growth, enabling it to meet the demand in products aquatic origin nutritious, healthy and safe. Its proper development could serve as a springboard to socio-economic areas where it is located and it will increase the supply of stable and quality, helping to keep people in the area.

For the EESC, since the occupation of more and more important coastal areas, should encourage the search for synergies between the activities compatible, including the protection of the environment. The scarcity of space allocated to aquaculture is one of the main reasons for the current stagnation of this activity in the EU. The EESC recommends to improve and streamline procedures for issuing permits and authorizations to fish farms, as well as simpler and more flexible approaches in order to shorten the time of award ....

The EESC aquaculture that produces quality food in aquatic environments, is compatible with environmental protection, one priorities of the EU. This protection should not prevent him from carrying out activities that may be consistent with it. The European Commission must make an effort to explain the main standards of environmental protection, in particular the Natura 2000 network, showing its interrelationship and compatibility with aquaculture ....
